Connect the charger directly to a wall outlet. Sometimes, the wall outlet may not provide enough voltage to charge the laptop during a power surge.

The power brick (AC to DC adapter) can work with European voltages. The only thing you need to change is the plug shape on the wall plug end. So you can either get a new power cord or just a regular plug adapter from Amazon or a travel store.

If you have a charger with a barrel connector, verify the pin inside the barrel isn’t bent or damaged. Try a new, or known good charger. Alternatively, use your charger with another compatible Lenovo laptop. Different charger works?
For some reason, yesterday night my laptop decided to no longer recognize my 130W Lenovo charger; I also tried my brother's 65W Lenovo charger. It does not say "plugged in not charging", it simply acts as if nothing is plugged in.
