I had never logged into warframe on my Xbox account. So logging in and actually forming a base account through the game allowed the link to take place. You can’t just overwrite an account that doesn’t exist.
The first time anything worked was when I connected my Xbox to my phone using my mobile hotspot and I noticed it showed ipv4 and ipv6 instead of just ipv4. Started Warframe up again and it started downloading the update I was missing.
After doing pretty much everything (deleting %localappdata%\Warframe, deleting the cache folder in warframe game folder, power off and on my router, reinstalling the whole game, restarting my computer), my work-around was to connect to a VPN which oddly solved the problem.
