The problem for me was that my Xbox was connected through only ipv4 which has worked fine up until this update. I went into my router settings and changed it to ipv6 and chose dhcp. It changed my Xbox to ipv4 and ipv6 and just like that I was able to start Warframe with no issues.
After doing pretty much everything (deleting %localappdata%\Warframe, deleting the cache folder in warframe game folder, power off and on my router, reinstalling the whole game, restarting my computer), my work-around was to connect to a VPN which oddly solved the problem.
