After facing Anduin, and after having a moment of self clarity and will power, Anduin became free of the domination, and thus Arthas' final soul remnant was released from the blade, bringing Shalamayne back to normal in the process.
As for what happens to his men, well, I believe there's a quest in Icecrown that covers that, where you live through several of Arthas' memories as you fight Illidan and stuff. It involves butchering Alliance soldiers.
Nerzhul was able to whisper to arthas through the blade and convinced him to put on the rest of the armor which then gave nerzhul full control. This lead to arthas being a pawn due to his own thirst for vengeance.
Arthas travels to Northrend, to Mal'Ganis' base of operations. There he meets up with his old friend Muradin Bronzebeard, who tells him about a powerful Runeblade named Frostmourne that his dwarves heard about. Arthas vows to help him find Frostmourne, which they find after killing the Guardian infront of the cave. Heres a bit of a quote:
