I have set up the Wake on Lan (WOL) skill with my PC's MAC address and it works fine to turn it on. I also have a smart plug that I use to turn my monitor on and off (it uses too much power in standby mode so I am turning it off overnight and at weekends).

You will need to make a spreadsheet on Google Sheets where you list your devices. Then you can simply say "Alexa, turn on PC" for example. Instructions are written on the skill page. The skill is in beta testing phase right now so you will need to be added as a tester.
Alexa has a Skill for Wake on Lan, You go to a developers site called wolskill by OscarPenelo and you have to enable the skill to your Alexa. With Amazon having so many server issues doing it via the alexa app does not work.
