Wake on LAN requirew another device on the network to send a magic packet to the MAC address of your PC. In my case, that other device is my Amazon Echo - what is it for you? So if you enable the smart plug and the PC is powered on, then you will still need a second device to trigger Wake on LAN.

Alexa has a Skill for Wake on Lan, You go to a developers site called wolskill by OscarPenelo and you have to enable the skill to your Alexa. With Amazon having so many server issues doing it via the alexa app does not work.
