(2) UPON DENIAL OF AN APPLICATION BY ANY PERSON WHO PREVIOUSLY HELD A CONCEALED HANDGUN PERMIT, THE CLERK SHALL PROVIDE THE PERSON WITH NOTICE, IN WRITING, OF HIS RIGHT TO AN ORE TENUS HEARING.
Any person 21 years of age or older may apply in writing to the Clerk of the Circuit Court in which he or she resides, or if he or she is a member of the United States Armed Forces, the county, or city in which he or she is domiciled, for a five-year permit to carry a concealed handgun.
