Usually for VHS you should use PAL: 704x288 or NTSC: 640x240. The key is to use half vertical size (VHS only have half of vertical anyway), that will save a lot of realtime process and will avoid all interlacing problems (no need to deinterlace later).
VHS horizontal resolution is 240 TVL, or about 320 lines across a scan line. The vertical resolution (number of scan lines) is the same as the respective analog TV standard (625 for PAL or 525 for NTSC; somewhat fewer scan lines are actually visible due to overscan and the VBI).

However, I highly, highly recommend upscaling to 720p @60fps. Many capture devices (or the MPEG-2 method described above) capture at DVD resolution, which is 720x480. If you haven't done the math, 720x480 is not a 4:3 aspect ratio.
The resolution of NTSC is going to be very precise for your scan lines but vary for horizontal resolution. VHS is probably more similar to a 500 pixel horizontal resolution but other NTSC formats, like Hi8, or S-VHS, will require about 720 pixel accuracy.
If you’ll be digitizing your tapes for use on a modern device (like a computer or a phone) use one of these for the “Output (Scaled) Resolution” setting: For NTSC, type in 720×540. For PAL, type in 768×576.
