Spell acquisition in Veil of Alaris can be a little confusing. All ranks are dependant on your Alaran Language skill to determine what you can or can not get. Rank 1 spells are sold in Argath by various merchants on the top floor.

Rank 2 spells are obtained by turning in "Alaran Cantrip" items to The Sklyg in Beasts' Domain. These Cantrips drop in all Veil of Alaris zones. Each named has a change to drop 1. Chest rewards from missions also drop a single Cantrip. Level 91 spells are available if you have a language skill of 25 or more.

All the zones are unlocked so there is nothing stopping you from jumping straight to Tier 4 zones. For the group side progression is gated by Skill with Alaran language, it controls what spells you can buy, what armor you can make, what quests you can request, and what AA you can purchase.
