I ask because I did the Quick Start transfer (put phones side-by-side) to move to my new iPhone, but app-specific settings didn't always come over. Some did, like Strava, but most did not. My understanding is even with direct transfer, it'll download apps from the App Store, not the other phone.
But if one does not have an ISO at hand, Cloud download is the better option, since it takes upto 4.2GB whereas an ISO of Windows is around 5GB. To be fair though, making an ISO from UUP dump will take up less space than both.
Yes, having used both methods, clean install is the way to go if you have the patience to reinstall everything. What I usually do is OTA update 13.0 for example, and then clean install the version right after the big release, such as 13.1. This year, the wait for 13.1 is much shorter, thanks to Apple.
