USB4 is the protocol standard while USB-C is the connector. As it stands, USB-C is the only connector for the USB4 protocol. You’ll be able to use your current USB-C cables on all new USB4 hardware, but won’t experience the benefits of USB4 over you current USB 3.x hardware.

USB4 spec was really unusual for USB, because it was basically just defining the thunderbolt tunneling protocol, routing system, and connection manager (and its complexities), including the optional PCIe encapsulation, and notably one of the encapulated protocols that can be used is USB3.2.
