SOLUTION: Unplugged charger, booted into BIOS, turned off in-built CMOS battery, held down power button for 30-60 a couple of times, powered the Laptop back up and both ports 9 & 10 (side ports) work with the USB-C to USB-A hub (did not anticipate that), in addition to both driving my external monitor.

After reformating windows on my Legion 5 17.3(2021) the usb ports on the back stopped working. Keyboard, mouse and headset doesnt work. The keyboard lights up with a few seconds apart though.

The ports work fine in USB-C mode (when I connect monitors, docking stations, etc), but they won't work with thunderbolt devices, almost as if they are not configured to do so, or are missing drivers.
