Article I, Section 7 makes the Senate fully co-equal to the House of Representatives when it comes to making laws, which is the essence of the legislative power. No bill can become a law without the Senate’s consent, and presidential vetoes of laws can be overridden only with the consent of two-thirds of the Senate.
Section 3. Treason against the United States, shall consist only in levying War against them, or in adhering to their Enemies, giving them Aid and Comfort. No Person shall be convicted of Treason unless on the Testimony of two Witnesses to the same overt Act, or on Confession in open Court.
If after such Reconsideration two thirds of that House shall agree to pass the Bill, it shall be sent, together with the Objections, to the other House, by which it shall likewise be reconsidered, and if approved by two thirds of that House, it shall become a Law.
The seven articles make up the structural constitution, signed on September 17, 1787, and ratified on June 21, 1788.
