The purpose of the HCV program is to provide rental assistance to eligible families. The rules and regulations of the HCV program are determined by the U.S. Department of Housing and Urban Development (HUD).
Each funded activity must be eligible under HUD guidelines and meet one of HUD's national objectives of benefiting low-moderate income persons; eliminate slum or blight; or meet an urgent community development need (approved by HUD). Community housing development organizations (CHDOs) are neighborhood nonprofit organizations specifically organized to develop, own, or sponsor affordable housing projects. All CHDOs must be certified by the City of Galveston to be eligible for funding.
