I think Renpy's better in all situations. Extremely easy to get a game running; you just write some super easy to read script, add some image and music commands, and run it. It's not in a graphical UI, but that doesn't mean it's hard.
I've only got a bit of experience with tyranobuilder, but everything that i've heard is that Ren'py is more powerful if you know how to code/ can handle the learning curve. Tyranobuilder has a friendlier interface and can still be scripted for most, if not all, of the features you could want.

1: You do need to use a Mac but you don't need to own one. You make the game with Renpy on your Windows PC, then export the finished game as an Xcode project for iOS, as described on the link you posted.
