Thug is an interesting stat-block. Definitely on the upper-most end of CR 1/2. I know the encounter building guide says you can throw two of these guys against a first level party; those guidelines are mistaken.
This supplement considers the NPC template set out in the Monster's Manual, Volo's Guide to Monster's, and 35 Versatile NPCs by DGScott.
