For most spriters, the built in Paint application from Windows is great. It's simple, and does exactly what you need. For a bit more versatility though, Paint.NET (free), GIMP (free), or if you have access to it, Photoshop (paid) can all do quite a bit more.

Hi everyone! I’m back for a quick late-night update. I’ve been out all day and am quite tired so this is going to be a short one. First up, Ragey brings us a bunch of Maiden Cops and, also in the PC / Computer section, callowrat submitted a bunch from Collapse! Next, Otomecake fills up most of this week’s Switch section and our very own Random Talking Bush does the same over in Arcade.
