They're both stated to be omnipotent, but the Presence (probably purely by merit of appearing more often) has more anti-feats to suggest he's not fully and truly omnipotent. So I'd give TOAA a slight edge.

The Presence is the Judeo Christian God that exists within the narrative of DC, he is not above the narrative. Marvel as well has the Judeo Christian God within its canon, though with far less feats. TOAA vs Monitor Mind would be a stalemate/whatever the two companies decided to do.
the presence (dc) vs the one above all (marvel) Battle. both are the highest beings in their respective universes. - the presence has a lot more calculable feats compared to the one above all so that's there. - the dc universe is bigger and most characters are stronger then their marvel counterparts (does that scale the presence up too?)
