Is the server running and did it report anything wrong in the console at any point? Some ideas: See if anything changes if you disable the Windows firewall temporarily.
I have never had any issue updating and installing the game. However this issue just started. The previous wipe i was able to play with no issue, however in this update I am receiving this message error every time i try to install the new wipe update.
