If he is nowhere to be found, leave your Alliance HQ, reset phases and go back in. Use "Target Next Friend": Spam Crtl-Tab while searching through your military quarter.
Hi, I have been trying to get this achievement for years. I have dr lokin unlocked and in my alliance base and all I need to do is feed a rakghoul called scritchy that spawns in. The problem is that I can’t see him. Anyone else that enters my phase can see him but I can’t.
