From a gameplay perspective, yes, there was no reason for Lex to keep Amber aside from his pre-game alliance with Rob. But I think that unless Tom flips, Mogo Mogo is still doomed and the only difference is that Rob is sitting at the end with Alicia or Jenna, and likely wins having burned significantly fewer bridges.
