The Patcher that you need to run mods does have the option to unlock all stages and characters right away, although this is NOT written into your savefile. So if you ever decide to get rid of the patcher you will only have the characters you have unlocked again.

The patcher has a setting you can enable to use DLC character, and you can use modding tools to extract copies of characters/skills/stages into X2M format to be used the same way mods are used, but these are two different processes and I've never seen an option to use modding tools to enable a DLCs story portion. 1.
