You can always try finding an older version of steam (like early 2018 versions or something) and install it and see if it works after the date. The newest features in Steam rely on an embedded version of Google Chrome, which no longer functions on older versions of Windows.
On vista I have the archived version of steam that is compatible. When I try to run it I'm getting gldriverquery64.exe stopped working. I've read up and it sounds like I need a C++ redistributable installed. I've installed several different versions but still no luck.
