There's not a distinct process to create the names. They come from all sorts of places. Timothy Zahn seems to place importance on name meanings; Mara Jade means "bitter discarded woman", essentially. But then there's the old Decipher card game, which named lots of background characters by Tuckerizing the names of various staff members and friends.
