(2) National sovereignty belongs to the Spanish people, from whom all state powers emanate.
Hence, the regulation of the powers on security issues is established in Constitutional Law 2/1986, of 13 March, on Law Enforcement Agencies (Spanish acronym: LOFCS). Article 2 thereof specifies and defines law enforcement agencies in Spain, as follows:
