The water texture can be fixed by installing the Workshop Textures. Search for Rocket League Workshop Textures and follow the instructions. A centralized repository for Rocket League Maps.
Download a map with https://rocketleaguemaps.us/ or any other website where you can download workshop maps. Create a new folder in your maps folder, then extract the files of the map into this new folder
