If she believes Argonians prefer warmer climates, then it stands to reason that she'd assume they were cold blooded. If she thinks that then it's very easy to construct a narrative where if an Argonian army wanted to invade, they'd do so in a tropical or subtropical climate.

Some armor is exceptionally warm, while others are ill-suited to protect their wearer from harsh climates. You can also temporarily increase your warmth rating by standing near a fire, eating hot soup, or holding a torch .
Tip 1: become a Orc, Khajit, or Argonian since Khajits and Argonians can eat raw food, Argonians can breathe underwater, Khajits have higher warmth, and orcs resist hunger, cold, and fatigue. Tip 2: when in helgen, you will go into a room that has potions and some food/wine. Be sure to take as much food as you can!
Argonians will get cold faster than every other playable race in the game. You'll be popping hot meals every few minutes up around Winterhold...and you'll need to keep a torch with you to help increase your warmth rating along with some kind of warm armor (whether it's the sleeved fur armor or other kinds of fur-lined armor).
