If it's a DLC for a different game - redownload the Unlocker and add the game config again. You can enable/disable automatic config updates in config.ini file. No matter what game it is for - check if you need to download the DLC files. For The Sims 4 each Pack and Kit requires DLC files.

I downloaded for rent in the updater and in the updater it reads as it having been successfully downloaded. The EP15 file shows up in the right place under EA Games with all the other packs and I downloaded other packs at the same time and they're showing up as installed in the games perfectly.
