I freshly reset my laptop and downloaded the sims4 newest update through EA, the game ran smoothly and did not have a mods folder, so I added one and added the resource.cfg file manually. I have my files in this order: Program Files > EA Games > The Sims 4 > Mods.
If the modules don't show-up in the Scripts and Custom Content section, then the first thing to try would be to place all the MCCC mod files in the main mods folder and not in a sub-folder. If that fixes the issue, then the resources.cfg file in the mods folder is bad.

Note that only the modules you have installed will be visible here and if this is your first install and you haven’t run MC Command Center in Sims 4 yet, you will not have log or cfg files. Those are created when the mod first runs and as-needed for the optional modules like MC Dresser and MC Tuner.
