Resource.cfg file is not in the mods folder. 2. Mods or custom content isn't installed correctly. 3. DCCache needs to be renewed if CC not working or is missing. 4. Outdated, Incompatible, Bad, Duplicated or mixed in a Sims 4 .package file. 5. Need to Delete some files, as explained below.
The first thing to do is to verify that you're adding the Mods folder (and everything else) to the correct Sims 3 game folder. It's possible that you have more than one on your computer, and that the game isn't reading the one you're using.
Sims 3 does not come with a ready-made mods folder. You will either need to create one or download one. It needs to be created or added into your sims 3 folder in documents.
If you've done all this and the .package files still aren't showing, please move the Mods folder out of the Sims 3 folder, recreate the setup or download a new Mods Framework from Mod the Sims, place just one .package file inside the Packages folder, delete the cache files again, and test in-game.

20 kwi 2020 · That doesn't work—the game can't read the files. Move the first Mods folder out of Documents\Electronic Arts\The Sims 3 and onto your desktop, open that Mods folder, and drag the Mods folder inside it into the Sims 3 folder. Be sure to delete your cache files again.
