It's legitimate, and very common with Amazon Marketplace sellers from China. However the reason they are asking you not to post pictures of the letter on Amazon is because offering compensation in return for a positive review runs against Amazon's terms of service.

Click "something else" and then "I need more help". That will open a chat window with Amazon customer service. Follow the prompts, get a person, and tell them you ordered a power supply and received a paper plate. In my experience, they apologize and offer a refund or replacement immediately.
