The seed bag is an item crafted using the Croesus spore sack and other resources from the Croesus Front. It can hold up to 40 types of seeds to the normal stack size limit. Level 85 Crafting is required to create a seed bag.
All item bags automatically put picked up items into the bag (herb bag, gem bag, spirit gem bag); this should be no different. The main times this bag would even be useful is during PVM, mainly slayer. If the seeds don’t automatically go into the bag, it’s nothing but a bank storage saver.
Unfortunately, even if it were released, I could see them limiting it to like 20 per seed, making the bag obsolete as a storage item. Look at the Spirit Gem bag, it had potential to save 6 bank spaces, but due to its storage limit, it is borderline worthless.

In my opinion there should be a left-click "plant" option on plots and if you have a seed bag it should open an interface for you to select what seed to plant.

Seeds are items used to grow crops in the Farming skill. Seeds are planted in corresponding farming patches around Gielinor (or, in the case of trees, planted in a Plant pot first).
