All item bags automatically put picked up items into the bag (herb bag, gem bag, spirit gem bag); this should be no different. The main times this bag would even be useful is during PVM, mainly slayer.

In my opinion there should be a left-click "plant" option on plots and if you have a seed bag it should open an interface for you to select what seed to plant.
