Treat the islands like dungeons. Use random tables to generate and populate them, then let your players sail freely to whichever they desire. Use rumours to entice your players to their watery graves. Treat ships in combat like the lairs of their respective officers. Giving the players a "lair action" feels cool.

I'm building a sea elf swashbuckler rogue for a sailor/pirate theme, and considering a few level of bard for the shanties. Elf bloat has been around since before AD&D, true. Does that make it okay? Meh. If we didn't get Sea Elves, it's not like we would have gotten Giff stats, or a Modron player race or something.
