Do you guys have any ideas as to why Sanji's poster only stated wanted: alive only? What makes him so special that the government wants him alive?

28 kwi 2015 · Unlike any other characters, only Sanji's poster are drawn. In chapter 436, they ask the photographer, but there's no reply (or at least the answer didn't revealed after). Did he really forget to take off the lens cap?
