It depends on your current prayer level, desired prayer level, hourly money making, and other stats. Would I do infernal ashes at the pray altar to 95? Absolutely.
Another nice option is ensouled dragon heads for 300-400k xp/h depending on stats and gear. Cheaper than gilded altar (about the same gp/xp as chaos altar), intensity between auto-offering bones and 1-tick bones. Added benefit is about 30-40k melee and magic xp per hour on top of prayer!
