The A (A1-A5) tiles all have specific ways of creating them so they work the way you expect that may not be entirely intuitive, even looking at the defaults. B-E tiles are 768x768 images broken up in to 16x16 tiles. Tileset B needs to have the top left tile left completely blank.
MZ can use tiles from any of the previous versions, since it has built-in support for different tile sizes. Though since nobody else mentioned it, I will point out that you usually have to actually own that specific version of RPG Maker in order to legally use the tiles.
