Connect your router's WAN port to the AT&T gateway's LAN port. Leave your PC connected to the AT&T gateway (either wifi or wired ethernet) for now. Open up the AT&T gateway's UI at http://192.168.1.254.
So to rule out the router as a bottleneck, connect directly to the ONT with a PC and do a speedtest. If you get 900+ Mbs, your Internet connection is fine and you need a new router capable of supporting 1Gbs.
