You may think the average person starting with a sub 12.5 second 100 untrained can break 11 with training but it all depends how adaptable they are. So anyone with good adaptable genetics can probably do it but others arent as fortunate.

You say you ran 12 seconds at 13, that's pretty fast for a grade 8 kid. I'm not sure how much training you did then, but I think it's definitely be possible to reach 10.5
TLDR: I'm in my mid 30s and just about to break 12 seconds in the 100m after training for 2+ years and previously ran sub 12 in teens. So I doubt that the average person could run sub 12 seconds without a few years of training, maybe faster if they are already in shape or have previous sprinting experience.
