In the 1981 photo, the 2nd floor skywalk ran from the photographer's location to the white barricade on the far wall (far right of photo). The balcony (far right of 2019 picture) is in that skywalk's old place. The 3rd floor skywalk didn't collapse, but was removed afterwards. It's at the top of the '81 picture.
