Once you get really far along into the harder levels (maybe 60+), there starts to be a lot more of a difference. The build you can strategically put together out of what's available to you and how well you can actually play begin to determine how far you can push the difficulty for better drops.

The game is already in maintenance mode. If people want to fuck around with sub-optimal builds for their fantasy, they can go ahead and do so. Hell, even in Diablo 2 people messed around with Cold Arrow Amazons despite the most powerful build being Lightning Fury. Same for Martial Arts Assassin.
