Transparency, as defined by the White House, involves the publication of information (in as real-time as possible) that demonstrates fiscal accountability in how, where, when, and by whom, the money is spent. According to the White House, 1512 reporting requirements will answer important questions, such as:

§ 176.50 Award term—Reporting and registration requirements under section 1512 of the Recovery Act. Agencies are responsible for ensuring that their recipients report information required under the Recovery Act in a timely manner.
Section 1512 requires awardees to submit a quarterly report, due no later than 10 calendar days after each calendar quarter in which the recipient receives the award (Jan 10, April 10, July 10, and Oct 10).
First, Section 1512 requires recipients and sub-recipients to report on the nature of projects undertaken with Recovery Act funds, and the numbers of jobs created and retained. This information must be reported to FederalReporting.gov, a system created and managed by OMB and the Recovery Accountability and Transparency Board (RATB).
