Update 1: Still not sure if that specific text itself is a scam, but I called Quest today, and apparently I did owe them money because they kept sending the bill to my old address. I called CCS (from the phone number provided by Quest), paid the debt, and sorted everything out.
Did Spectrum or another provider call with an offer to lower your monthly TV, cable, or internet bill in exchange for a pre-payment or fee? It wasn’t them. It was a scammer, and you’re not alone.

ccspayment.com looks like a legit site. It was registered in 1999, and appears to redirect to the debt collection arm of CCS Companies. Do you currently have outstanding debt with Quest Diagnostics?

Please reply STOP to discontinue text messages regarding your bills from Quest Diagnostics, and to receive a paper statement. That's what the texts have been saying. I (probably stupidly) click on the link since I recognize Quest Diagnostics and they asked for my birthday.
