The solution might be to remove pywin32 from your requirements.txt. I develop on Windows and deploy to Lixux in Docker. When I do a freeze my requirements, it's adding pywin32 into the requirements but I don't actually need it for my deployments, so my solution is to remove it.

Alternative way is using easy_install (not necessary to download the installer manually): But the second way may cause problems with py2exe if you have plans to use it.
