Introduction. Health has been a priority in the Philippine development agenda since the adoption of the Millennium Declaration. Among the eight Millennium Development Goals (MDGs), there are three health-specific goals—for child health (MDG4), maternal health (MDG5), and combating HIV/AIDS, malaria, and other diseases (MDG6).
Reducing health inequities is singled out as the most important result of three health guarantees: 1) ensuring financial protection for the poorest people; 2) improving health outcomes with no disparities; and 3) building health service delivery networks for more responsiveness.
The Government continues to aspire for an efficient, effective and responsive health system that delivers affordable and quality care. To achieve this end, the DOH is pursuing another wave of health reforms through the Philippine Health Agenda – 2016.
