Themes for the PSP are located on the memory card in /PSP/THEME/ folder. PTF themes work on official and custom firmware while CTF themes only work on custom firmware with the CXMB plugin. Themes listed work on 6.60 and 6.61.

http://www.pspthemecentral.com/PSP/categories/PSP-XMB-CTF-themes.aspx. What custom firmware are you running? you can find most themes just about anywhere but you might need to download the ctf gui tool to convert compatibility dependent on firmware you're running.
