Councilmember Rick Smith. Plano is governed by the Council-Manager form of government where the Council sets City policy and the Manager is responsible for City operations. The City Council consists of the Mayor and seven City Council members, all of whom are elected at-large.
The Plano City Council is the governing body of the City of Plano, Texas, United States. The council operates using the council-manager government . They hold regular meetings at the Plano Municipal Center on the second and fourth Monday of every month at 7 p.m.
