I recommend you to do "Clean Up" to your settings. No need to reinstall/redownload tf2. Just follow this guide : https://github.com/mastercoms/tf2cfg (scroll down to Clean Up section)
Open Steam, go to library, right click TF2, Click properties, go to general, copy this and paste it into startup options: -reuse -nojoy -noipx -nohltv -noff -nosteamcontroller -noquicktime -precachefontchars. -reuse = allow network sockets to be reused when busy, better network performance.
