This service did not exist in original TBC, and is part of a larger set of paid services added to TBC Classic for monetization, such as the Deluxe Edition and character copies.
I keep hearing discussion about WoW being "Pay to Win" with the introduction of the WoW token some years back, and the threat of it possibly looming for TBC.
