The current recommendations are the result of a second-generation algorithm. The first-generation algorithm is still available via the command !recommend relax. As a frequent user of Beatconnect, I must say it was the best mirror available. You could search by title, artist, tags, etc., and also use filters such as CS, AR, HP, even favcount. It also held lots of unranked beatmaps that can't be found on Bloodcat.
I wanted to make my own mirror. As there was no open sourced osu! mirror software, I decided to write my own. So there it is, an osu! beatmap download mirror. nodejs masterrace btw.
